The effort is truly worth it, though, as this unique ability adds a nice bit of namesake fiery flare to your arsenal. With this quick Where Winds Meet walkthrough, you’ll soon know everything there is to know about the Dragon’s Breath Mystic Skill.
How To Get Dragon s Breath Mystic Skill
In Where Winds Meet, you can only get the Dragon’s Breath Mystic Skill by completing its dedicated Dragon’s Breath Wandering Tales quest that’s available by talking to NPCs Luo Jiu and Kongkong on the first floor of Beast Reverie in the Fairgrounds section of Kaifeng City, within the Kaifeng region; within the city, Fairgrounds is part of the southeast section.
It turns out that another, called Liang Yuan from the Straw Shoes Camp, has stolen Luo Jiu’s Travelogue: Toehari, of which Liang Yuan will share the Dragon’s Breath Mystic skill with you if you get it back for him.

In order to find Liang Yuan and Luo Jiu’s Travelogue: Toehari, you need to go to the Straw Shoes Camp on South Gate Avenue — west of the Main South Gate Boundary Stone fast travel point — and you’ll see Liang Yuan talking ahead.
While behind Liang Yuan, use the Celestial Seize Mystic Skill to steal the Travelogue: Toehari directly from his pocket.
Be sure you’ve not been discovered while you’re performing theft, though. Otherwise, you’ll be reported to the authorities, arrested, and likely you’ll have to undergo a Pardon Parade to get yourself out of jail sooner.
With the Travelogue: Toehari, and Luo Jiu will finally tell you the secret to learning Dragon’s Breath in Where Winds Meet. You won’t unlock it right away, though.
Go into your Journal, followed by the ‘Wandering Tales’ menu. There, you’ll see that the quest has now been completed and its rewards are ready to claim.
For completing the Dragon’s Breath quest in Where Winds Meet, you’ll also get 20 Echo Jade, ten Kaifeng Exploration, 1500 Coin, and 1500 XP, along with the Dragon’s Breath Skill.
